PURPOSE:
A Parking Study for Nancy Hill School on Iowa Street, Illinois Avenue, and surroundings during school arrival/dismissal.
BACKGROUND:
APD submitted an E-mail (10/19/17) requesting more detailed parking restrictions for student arrival/dismissal for Nancy Hill School on Iowa Street and Illinois Avenue. APD has received multiple parking related complaints.
DISCUSSION:
Illinois Avenue is classified as a Major Collector with a 30 mph speed limit. Roadway width is more than 35'. No Parking is signed for both sides of Illinois Avenue, but there are only two No Parking signs on the north side of Illinois Avenue, from Pennsylvania Avenue to Iowa Street. During school arrival/dismissal, vehicles continue to park, stop and stand on Illinois Avenue, to pick up students. Replacing the No Parking signs with a total of four No Parking Stopping or Standing signs has be requested by APD, to mitigate school related congestion along Illinois Avenue.
Iowa Street is classified as a neighborhood residential roadway with a 25 mph speed limit. Roadway width is the standard 29.5'. This width means that during school arrival/dismissal, waiting vehicles parking on both sides of Iowa Street, reduce traffic to only one lane, making it difficult for school buses picking up students. Iowa Street is free of parking signage, except for a non-standard No Parking Tow Away sign in front of 739 Iowa Street. Curb space reserved for two school busses is requested on the eastern side of Iowa Street. No Parking School Bus Loading Zone signage is requested at the beginning and end of a parking space large enough to allow entry and exit of two school busses, in front of the access doors to the school.
