PURPOSE:
Fox Valley United Way and Windy City Amusements, Inc. have applied for two Carnival Licenses for carnivals to be held at City Lot W located at 309 North River Street
 
BACKGROUND:
Windy City Amusements has applied for and received Carnival Licenses from the City in the past.
 
DISCUSSION:
City Staff (Fire Prevention, Police Department and the City Clerk's Office) will work closely with Windy City Amusements to ensure that all requirements are met. Our office has received the necessary insurance documentation and Kane County Health Certificates, as well as the event layout. Per State of Illinois requirements, all employees will be appropriately screened and a listing of these employees will be provided to us before the event.
 
The Carnival Ordinance provides that no carnival may operate in one location for more than five (5) days and this request is for two consecutive weekends (three days the first week and three days the second week). Therefore, the Carnival Licenses, if approved, will count as two (2) separate carnival events at City Lot W located at 309 North River Street - the maximum number for one location in a calendar year.
 
IMPACT STATEMENT:
The applicant will be contacting the Aurora Police Department to make arrangements to hire officers for the event.
 
RECOMMENDATIONS:
It is my recommendation that this item be referred to the Government Operations Committee for their next meeting on September 10, 2013.  This will ensure review and passage by the City Council prior to their event.
