PURPOSE:
To determine the warrants for 4-way STOP signage at the intersection of California Avenue and N. Commonwealth Avenue.

BACKGROUND:
A resident expressed concern regarding the need for additional STOP signage at the intersection of California Avenue and Commonwealth Avenue. He also referred to vehicles driving North or South on Commonwealth Avenue as "speeding traffic." The resident also complained that there had recently been an accident at the intersection, but did not mention the date or cause. The resident suggesting making the intersection a four-way STOP to "remedy the speeding traffic."

DISCUSSION:
As a reminder, the Manual of Uniform Traffic Control Devices expressively states in Section 2B.04 'yield or stop signs should not be used for speed control'.
A review of the accidents at this intersection does not indicate a required mitigation due to crash history. Both roadways are residential with low volumes.
The intersection has STOP signs in place on California Avenue, which runs East and West. There is a four-way STOP intersection just three houses to the North at Colorado and Commonwealth. An additional four-way STOP sign for traffic at California, coming so close to the one to the north, and clearly not as busy, would encourage drivers to disregard not just the unwarranted STOP sign on California, but STOP signs everywhere.

RECOMMENDATIONS:
Staff recommends no action.
