SUBJECT:
Resolution to award a contract to H. Linden & Sons Sewer and Water, Inc. in the amount of $45,872.00 for the 2018 Ditch Grading Project in Wards 1,6, and 8.

PURPOSE:
To restore positive drainage in several roadside ditches.

BACKGROUND:
The Engineering Division has become aware of several locations where roadside ditches are in need of maintenance. See Exhibit A for a project location map.

The 2018 Ditch Grading Project was publicly advertised for bids. Exhibit B is the project advertisement. The bids were received, opened, and read aloud on September 12, 2018. The five bids are tabulated in Exhibit C. Exhibit D is a copy of the low bid from H. Linden & Sons Sewer and Water, Inc. of 722 E. South Street Unit D, Plano, IL 60545

DISCUSSION:
The bid from H. Linden & Sons Sewer and Water, Inc. was the lowest responsible bid. The BGI Committee Projects account (Project B010 account 280-1852-512.81-01) has a remaining balance of $189,788.70.

IMPACT STATEMENT:
Ditch grading will cause temporary lane closures along adjacent streets.

RECOMMENDATIONS:
Staff recommends the proposed resolution be adopted.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
