PURPOSE:
A Parking Study for 560 Rosewood Avenue, to determine need for an on-street handicap parking space.
BACKGROUND:
Received request and application, for handicap parking space and sign, from resident at 560 Rosewood Avenue. Staff and Alderman have discussed the request with the resident.
DISCUSSION:
Rosewood Avenue is classified as a residential roadway, 26 feet in width, with a 25 mph speed limit. Vehicle parking is allowed on the east side of Rosewood Avenue only and dense on-street parking was observed on the east side of Rosewood. Resident has expressed difficulty parking in the driveway, approximately 10 feet in width, with van equipped side access wheelchair lift, to access handicap ramp to house. The narrow driveway presents issues with the van parking or unloading in mud, adjacent to driveway, also grade of the driveway near Rosewood Avenue is difficult for wheelchair loading/unloading. Resident finds it much easier to loading/unloading wheelchair adjacent to the curb, from parking on the street, in front of the house, and would like to place a hard surface in the parkway, to create a paved path, to access the handicap ramp to the house.

RECOMMENDATIONS:
Staff recommends installing a handicap parking space, in front of 560 Rosewood Avenue, with handicap sign and blue curb paint.
