SUBJECT:
Resolution approving a Jurisdictional Transfer Agreement for:
1. River Street (IL. Route 31) between New York Street and Gale Street,
2. New York Street between Lake Street (IL Route 31) and River Street and
3. Gale Street between Lake Street (IL Route 31) and River Street.


PURPOSE:
To obtain Council approval of a Jurisdictional Transfer Agreement of IL Route 31 (River Street), including New York Street and Gale Street between IL Route 31 (Lake Street and River Street) for the purpose of the two way conversion of Lake Street and River Street .

BACKGROUND:
As part of the ongoing effort of the City to convert existing one way streets to two way streets, Council previously awarded the construction contract of the two way conversion of Lake Street and River Street between Gale Street and New York Street to be a two way street. This project required a jurisdictional transfer of River Street from IDOT to the City.

DISCUSSION:
Staff has been working closely with IDOT to obtain concept and design approval of Lake Street and River Street two way conversion. The current plan for Lake Street shows two southbound lanes and one northbound lane with left turn bays at the intersections. River Street will include one lane in each direction with left turn lanes at each major intersection. A green bike trail is proposed to go on the east side of the street that will close the Fox River Trail gap. River Street will also be facilitated with abundant on-street parking both parallel and angled, angled parking is established between Cross Street and Benton Street. City has been seeking to get the jurisdictional transfer of River Street to be able to bring improvements as mentioned above.
