SUBJECT:
A Resolution appointing Alderman Carl Franco and Kenneth "Ken" Van Andel as the Aurora representatives to the Naperville Emergency Telephone System Board (ETSB).

BACKGROUND:
In 2015, the City of Aurora began the process of leaving the Kane County ETSB and create an agreement to join the City of Naperville's ETSB (R15-335). Resolutions 17-00073 and 17-00076, passed in January of 2017, allowed Aurora to disconnect from its current ETSB (Kane County ETSB) and join the Naperville ETSB. The legislation also established the operation and function of the Naperville ETSB once Aurora and the Village of North Aurora became part of the Naperville ETSB.

DISCUSSION:
The Naperville ETSB is specific as to the board make-up, of the twelve (12) members, Aurora is provided five (5) seats. Of the five (5) seats, two must be appointed by Aurora's Mayor and City Council, the Aldermanic representative, and a City of Aurora resident.

Both Alderman Franco and Ken Van Andel have a background in Federal Aviation that will serve them well as the Aurora representatives.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

WHEREAS, Aurora is in need to two (2) appointed representatives on the Naperville ETSB; and

WHEREAS, it is the Mayor's desire that said candidates be appointed
