SUBJECT:
A resolution to award the 2025 Manhole Rehabilitation to National Power Rodding Corp. (NPR) in the bid amount of $391,272.

PURPOSE:
Rehabilitation of sanitary and storm manholes located within the City's Overlay Program.


BACKGROUND:
The locations of the manhole rehabilitation can be seen in the attached Exhibit A - Location Map. Closures of entrances to the businesses and residences will be kept to a minimum during construction.

DISCUSSION:
The proposed improvements have been publicly advertised and bid in conformance with City procedures. Five conforming bids were received, opened on March 12, 2025. The low bidder, NPR has successfully completed similar projects for the City in the past. The bid tabulation, NPR's bid, and the bid documents are attached as exhibits B, C and D.

The manhole rehabilitation improvements will be funded with account 510-4063-511-73-14 (IB018) which has a 2025 budget amount of $2,500,000.

This project was subject to the Local Preference Ordinance, however no local contractors submitted.


IMPACT STATEMENT:
Traffic will be detoured to adjacent blocks, but the increase in traffic on the adjacent neighboring blocks will be temporary and negligible.

RECOMMENDATIONS:
I request the proposed resolution be adopted.
