SUBJECT: title
Resolution Authorizing the Removal of Pumping Equipment for Inspection and Evaluation at Well No. 29 for the Water Production Division.

body
PURPOSE:
To obtain City Council authorization for Layne Christensen Company (Layne), 721 W. Illinois Ave, Aurora, IL, to perform field services to remove pumping equipment and to conduct an inspection/evaluation to determine the extent of required repairs at Well No. 29 (Phase 1 Task Order).

BACKGROUND:
Well No. 29, located at 1374 Deerpath Road, is a deep well with the pump and motor setting at 1000 feet below the surface. On June 6, 2013 the well ceased operating due to an apparent electrical failure. Subsequent testing by Water Production Division staff and Layne indicated a likely failure of the Flowserve-Byron Jackson (FBJ) 2400-volt, 400 horsepower, submersible well pump motor. Electronic data collected at the surface indicates that an electrical short may have occurred in the motor windings. While less likely, it is also possible that the failure occurred in the submersible power cable's insulation. This type of a failure requires that the pump and motor assembly be pulled from the well for a complete inspection and possible repair of the motor.

DISCUSSION:
The estimated cost of the Phase 1 work is $34,300.00. This includes standard field services to pull the pump and motor assembly out of the well, perform a visual inspection of pump components on site, and perform field mechanical and electrical inspections of the FBJ motor. If the necessary motor repairs are beyond standard field services, the motor must be packaged and returned to the manufacturer for their full tear-down, evaluation, and repair.

Layne is the sole regional factory authorized source for FBJ pumps, motors, and repair services. In addition, the city entered into a Professional Serv...
