SUBJECT:
Authorizing a Professional Services Agreement with Huff & Huff, Inc. for environmental services related to the City of Aurora's Clean Construction and Demolition Debris program for 2016 and 2017 in an amount not to exceed $100,000.00.

PURPOSE:
The Clean Construction or Demolition Debris (CCDD) program is an Illinois Environmental Protection Agency (IEPA) requirement to evaluate excavated material associated with excavation or underground utility work. This Agreement with Huff & Huff would assist City Engineering staff's evaluation of project sites for potential contamination in the excavated material and determining the proper disposal of this material at appropriate locations. Our preferred disposal site, Heartland, accepts CCDD materials from the City of Aurora for no charge, if the environmental requirements dictated by the IEPA are met. The Huff & Huff 2016-2017 Professional Services Agreement provides professional consulting services for this evaluation and certification.

BACKGROUND:
Huff & Huff has provided CCDD consultation on a project-by-project basis since 2013. This 2016-2017 Professional Services Agreement would continue the work covered by the 2015 Agreement. Huff & Huff has provided an average of $65,000 in services every year since 2013.

DISCUSSION:
The CCDD evaluation is critical to disposal of materials at Heartland, the City's preferred disposal site. Heartland accepts City CCDD materials at zero cost as part of a previous agreement with the city. Heartland requires screening of the project site and advanced testing of the materials to be deposited at their site as mandated by the IEPA, in order to accept CCDD materials. This Agreement with Huff & Huff would draw from the following accounts:
