PURPOSE:
A Traffic Study for the N Highland Avenue and W New York intersection to determine vehicle compliance for the existing all-way stop signs.

BACKGROUND:
Officer K. Driscoll #109 reported concern for pedestrian safety and stop sign vehicle compliance, especially southbound, from workers at the auto repair shop on the northeast corner of the intersection.

DISCUSSION:
We performed a field observation and witnessed about ten children, many with a parent, travel eastbound across N Highland Avenue, for afternoon dismissal from Greenman Elementary School and observed good motorist compliance with the existing stop signs. The southbound stop sign is free of any visual obstructions, and the pavement markings are in fair condition.

The southbound stop sign was installed in August 2000. While still functional, would recommend installing a new stop sign with retro-reflective prismatic sheeting. Probably be good to check all intersection stop signs for possible replacement and schedule pavement markings to be refreshed.

IMPACT STATEMENT:
Operations would be responsible for upgrading stop signage and pavement markings. APD resources to perform random spot checks during school arrival/dismissal periods, to ensure compliance with the stop signage.

RECOMMENDATIONS:
Staff recommends providing a new southbound stop sign and check all other intersection approach stop signs for possible upgrade/replacement. When the weather permits, refresh stop bar and crosswalk pavement markings. Recommend APD perform random spot checks, during school arrival/dismissal periods, to ensure compliance with intersection stop signs.
