PURPOSE:

A Parking/Pedestrian Study on College Avenue and Root Street by Fred Rodgers Magnet Academy to erect pedestrian crossing signage on Root St and eliminate parking on the south side College Avenue.

BACKGROUND:

A Resident submitted ACR Case ID 136861 expressing concern about congestion on College Avenue.

DISCUSSION:

College Avenue has parking on both sides of the roadway except on the approaches to major intersections. The width of College Avenue is substantial enough to allow for two parking lanes and two way traffic. There is a shortage of on-street parking for Residents in the area.  Staff will recommend the elimination of parking on the south side of College Avenue from the Handicap spaces east to the eastern most driveway of Fred Rodger Magnet Academy..

All approaches to Fred Rodgers Magnet Academy are marked as 20 mph School Zones, including College Avenue.

In addition, pedestrian crossing signage was request on both approaches of Root Street at Root and Flagg Street.  Staff has no objection.

IMPACT STATEMENT:

Operations required to install signage per recommendation.

RECOMMENDATIONS:

Staff recommends installation of no parking on the south side of College Avenue from the Handicap spaces east to the eastern most driveway of Fred Rodger Magnet Academy and pedestrian crossing signage on both approaches of Root Street at Root and Flagg Street.
