A Resolution Approving the Final Plat and Plan for the 1st Addition to Chicago Premium Outlets for a Parking Lot Located at 1923 Bilter Road, Aurora, Illinois 60502 (WDS Real Estate, Inc. / Chicago Premium Outlets / Final Plan & Plat - 14-00695 / AU01/2-14.221-SU/FSD/FPN - ES - Ward 1)

PURPOSE:
The Petitioner, WDS Real Estate, Inc. / Chicago Premium Outlets, is proposing a Final Plan and Plat for the construction of a parking lot with 349 spaces along with detention and storm sewer located at 1923 Bilter Road.

BACKGROUND:
This Rezoning and Variance petition was referred by the City Council to the Planning & Zoning Division on August 19, 2014. The petition was unanimously moved forward by the Planning Council on September 2, 2014.

DISCUSSION:
The proposal consists of expanding the existing Chicago Premium Outlet (CPO) mall onto the Subject Property.

This property has been used by Western DuPage Landscaping. The property will be razed. The Final Plan is to allow for a 349 vehicle parking lot with stormwater detention to be added to the existing mall. 8.5 foot parking stall widths as was done in the rest of the mall to maximize parking is proposed. Overall parking will increase to approximately 4,441 spaces, for an overall parking ratio of 1 space per 165 square foot of gross floor area, and improvement from the current 1/179 ratio and better than the required 1/200 in the AZO. Two access points to improved Sealmaster Drive will be constructed, and the entire property will be landscaped. With the Final Plat, Stormwater detention will be provided on Lot 2 and the parking lot on Lot 1. The intersection of private Sealmaster Drive (to be renamed Chicago Premium Outlet Boulevard) and Bilter Road is being improved with turning lanes and traffic signals.
