SUBJECT:
Requesting approval for a new roof for the Phillips Park Maintenance Facility located at 903 Ray Moses Drive. This is a 2014 budgeted NON CIP Decision Package. The project is being facilitated through Central Services Division

PURPOSE:
This is the Park and Recreation main operations facility. The majority of park employees, and parks administration are located inside this facility and includes a shop area for repairs along with the storage of equipment. This project is a complete new roof system with insulation and gutters. The completed project will have a 20 year warranty. The project is being completed through the Naperville Cooperative Job Order Contract Program. The work will be performed by F.H. Paschen, S.N. Nielsen & Associates, LLC of Chicago, IL. The approved project budget is $148,400. Previous work has been completed with this coop and contractor with satisfaction.

BACKGROUND:
This request was made by the Division of Parks and Recreation. The current roof was installed in the early 1970's with the construction of the building. Several repairs and patching has been done. The new roof construction incorporates the insulation into roof prior to the membrane. The current insulation which is under the roof in the building has become a bird nesting area which has destroyed many sections of insulation reducing energy conservation and creating unsanitary working conditions. Several water leaks continue to occur in the building around the skylights and other loose seams. This project includes the removal of all existing insulation and skylights. The new insulation layers will be installed over the existing roof, but under the new 60 millimeter roof membrane and provide an R-Value in excess of 24.0. New gutters will complete the project.
