SUBJECT:
A resolution authorizing the Director of Purchasing and the City Clerk to enter into an agreement with Wills Burke Kelsey Associates to provide construction engineering services for the Lake Street Sewer Separation Project.

PURPOSE:
To enter into an agreement with Wills Burke Kelsey Associates for the above referenced project.

BACKGROUND:
In March 2010, the City of Aurora submitted a Combined Sewer Overflow Long Term Control Plan (CSO LTCP) in accordance with requirements set forth by the Clean Water Act. The City owns 15 permitted combined sewer overflows. CSO #15, located near Benton Street and River Street is one of the City's most active CSO's. The improvements will consist of the de-combination of sewers upstream of overflow #15 on Lake Street. The construction of this $1.2 million project will be performed by Len Cox & Sons. This agreement with Wills Burke Kelsey Associates is for the construction engineering.

DISCUSSION:
The improvements to be constructed as part of this project will reduce sewage backup into residential basements, reduce street flooding, and reduce the discharge of untreated sewage into the Fox River.

Wills Burke Kelsey Associates has proposed to provide full construction engineering services and ensure the completion of the work in accordance with plans and specifications for an amount not to exceed $85,000. The 2015 budget provides funding for this work in B031 account 281-1856-512.73-09.

IMPACT STATEMENT:
These improvements will alleviate the frequency of backups into residential basements, street flooding, and overflows into the Fox River.

RECOMMENDATIONS:
Please forward this request to the Building, Grounds, and Infrastructure Committee for their review and approval.
