SUBJECT:
A resolution authorizing the execution of a law enforcement mutual aid agreement and the existence and formation of the Illinois Law Enforcement Alarm System by Intergovernmental Cooperation.

PURPOSE:
To obtain the Government Operations Committee's and City Council's resolution authorization.

BACKGROUND:
The City of Aurora Police Department has been a member of the Illinois Law Enforcement Alarm System (ILEAS) since 2002 when the first Mutual Aid Agreement was authorized by the City Council and signed by the Mayor, Police Chief, and City Clerk. ILEAS is a consortium of over 900 Illinois law enforcement agencies.

DISCUSSION:
Being an ILEAS member has numerous advantages for the City and Police Department. In summary, member agencies have access to statewide mutual aid, specialized teams of officers, and disaster assistance. Membership also comes with a responsibility to provide personnel and/or other resources when requested by other agencies and when it is possible and practical to spare them.

The ILEAS Governing Board and staff have decided that the mutual aid agreement needs to be updated, as the original has been in place for over ten years.

There are several key areas of the new agreement that have not changed:

1. Mutual Aid is handled the same as it always has. Mutual aid requests are the same as under the original agreement, and the chief executive of the requesting agency is still in charge of incidents where mutual aid is rendered.

2. The Governing Board process is virtually identical to what it was in the original agreement. It is still based on elections for some members and appointments for other members.

3. The ILEAS operation will not change under the new agreement. It will still employ staff to manage aid requests, special teams support, regional planning support, etc.
