SUBJECT:
A Resolution to Award the 2014 Street Resurfacing Project - Phase 1 to Geneva Construction Company in the Amount of $1,760,479.10

PURPOSE:
The city maintains nearly 1,300 lane miles of streets with a wearing surface life expectancy of 20 to 25 years. Following the recommendations of the city wide pavement condition study, the city plans to annually resurface 50 to 55 lane miles of streets.

BACKGROUND:
The 2014 Street Projects will include the resurfacing of 51.2 lane miles of streets, 15,000 square yards of city wide patching and 30 miles of city wide pavement striping for a total estimated cost of $9.1 million. In December, the Resurfacing List was distributed to the Aldermen for their review and a request to add ward projects. In order to efficiently bid and administer these projects, the 2014 Projects have been divided into 3 Phases. The Engineering Department has prepared plans and specifications for Phase 1 which will resurface 35 streets and complete a Ward 9 project noted as Phase 1 on the attached list (Exhibit 'A'). We plan to bid Phase 2 in April and Phase 3 in May.

DISCUSSION:
Bids for Phase 1 were opened and publicly read on February 12, 2014. The bid tabulation for the 3 bids submitted is attached (Exhibit 'B'). The lowest responsible bid was submitted by Geneva Construction Company of Aurora, IL in the amount of $1,760,479.10 which is nearly 4% less than the Engineer's Cost Estimate of $1,830,316. We recommend awarding the 2014 Street Resurfacing Project - Phase 1 to Geneva Construction for the unit prices submitted. The 2014 City Budget provides $1,757,479.10 for this item in account no. 348-4460-431.73-91 (GO) and $3,000 in account no. 319-4460-431.38-55 (Ward 9 Funds).
