SUBJECT:
A resolution awarding the Traffic Signal Installation and Modernization of Galena Boulevard and Smith Street Intersection construction to the low bidder Virgil Cook & Son, Inc.

PURPOSE:
To award the Traffic Signal Installation and Modernization of Galena Boulevard and Smith Street Intersection project construction to the low bidder, Virgil Cook & Son, Inc.

BACKGROUND:
Galena Boulevard was converted from a one-way to two-way traffic operation at the end of 2015. After opening to two way traffic the corridor saw an increase in the number of crashes experienced at the Galena Boulevard and Smith Street Intersection. While crashes have decreased over time, the number is still higher than should be experienced by intersections of this volume.

During the peak school hour's traffic backs up on Smith Street and is seen to extend up to New York Street intersection. Assessing the current condition the staff recommends a Traffic Signal installation to allow safer traffic movement thru the intersection for all corridor users.

The Construction is anticipated to begin after 2016-2017 East Aurora School District 131 school year and complete before the start of 2017-2018 school year.

DISCUSSION:
This work will involve installing a new traffic signal at the intersection, additional left turn movements on Galena Boulevard, pavement markings (Stop Bar, Crosswalk etc.), Pedestrian Signal heads to allow safe crossing of the users. Installing a Gridsmart video detection camera that allows capturing a 360 degree view. An angled mast arm pole is proposed to go at the intersection eliminating the need for 3 other mast arm poles at each leg of the intersection.
Three bids were received and the bid tabs are provided for your use. The low bidder was Virgil Cook & Son Inc. at $146,228.98.
