SUBJECT:
A Resolution authorizing a contract with Copenhaver Construction, Inc., 75 Koppie Drive, Gilberts, IL 60136 in the amount of two hundred ninety-nine thousand, thirty-five dollars and zero cents ($299,035.00) for the 2019 Ditch Grading and Driveway Culverts project located in Wards 1 and 5.

PURPOSE:
To restore positive drainage in several roadside ditches and to replace failing driveway culverts.

BACKGROUND:
The Engineering Division has become aware of several locations where roadside ditches are in need of maintenance and driveway culverts replaced. See Exhibit A for a project location map.

DISCUSSION:
The proposed improvements have been publicly advertised and bid in conformance with City procedures. Exhibit B is the project advertisement. The bids were received, opened, and read aloud on September 17, 2019. Five bids were received and the lowest bid has been discarded because it was from a contractor that has not met the IDOT prequalification certification requirement as listed as item 2 in the bid advertisement and item H in the bidders certification form. The remaining four responsible bids are tabulated in Exhibit C. Exhibit D is a copy of the lowest responsible bid from Copenhaver Construction, Inc.

This contract is subject to the local vendor preference ordinance. However, none of the contractors submitting bids were eligible according to the requirements listed in the ordinance.

The project is budgeted for in 2019 within account 280-1852-512.81-90 (Project B049). Approximately $2,707,000 will remain unencumbered in the account if this project is approved.

IMPACT STATEMENT:
Ditch grading will cause temporary lane closures along adjacent streets. Driveways will temporarily lose access during culvert replacement.

RECOMMENDATIONS:
Staff recommends the proposed resolution be adopted.
