SUBJECT:
A Resolution authorizing the execution of a Phase 2 Design Engineering Supplement with Kimley-Horn & Associates, Inc. in the not to exceed amount of $42,829.00 and the appropriation of $42,829.00 of MFT Funds for the Indian Trail (Ohio to Pennsbury) Signal Modernization Project.

PURPOSE:
This is a Resolution to approve the above referenced Engineering Services Supplement and to appropriate MFT funds by Illinois Department of Transportation (IDOT) Resolution.

BACKGROUND:
The City applied for federal funding in the 2022 Kane-Kendall Council of Mayors (KKCOM) Call for Projects for several projects. This project was selected for funding and placed into the KKCOM Active Program. The funding ratio for this project is 80/20 (80% federal / 20% local) for Construction and Construction Engineering, up to a maximum amount of $3,168,000.

The project will include modernizing 5 signals along Indian Trail from Ohio St to Pennsbury Ln with intermittent resurfacing through the corridor. The intersections will be upgraded to 4-signal head left turn arrows with flashing yellow arrows. Curb ramps will be brought into ADA compliance with APS push-buttons as part of this project.

A Phase 1 study has been completed for this project, and final Phase 2 design plans have been submitted to IDOT for review.

The City is continuing work with their selected design consultant, Kimley-Horn& Associates, on final design plans under a previous City agreement. The plans are 99% complete and the "Initial Final" Plans, Specifications, and Estimates (PS&E) were submitted to IDOT on November 17, 2025. The project is targeting a February 2026 IDOT letting, pending final land acquisition certification.

During design engineering, Kimley-Horn & Associates, Inc. (Kimley-Horn) and their consultants completed several work items not identified in the original Phase 2...
