SUBJECT:
Requesting approval to accept the proposal, a change order to Resolution R18-152, from Tetra Tech to conduct a threat and vulnerability assessment (TVA) for identified critical infrastructure within the Cities of Aurora and Naperville as part of the ongoing Complex Coordinated Terrorist Attacks grant (CCTA). The change order includes a scope of work amendment to conduct a Threat and Vulnerability Assessment at City of Aurora and Naperville infrastructure for the proposed amount of $75,380.00 (proposal attached).

PURPOSE:
To request approval to accept the project proposal from Tetra Tech to conduct a TVA for identified critical infrastructure within the Cities of Aurora and Naperville. This proposal is a change order to Resolution R18-152 passed on June 26, 2018 (RFP 18-21). Funding for this change order will come from the Preparing Communities for Complex Coordinated Terrorist Attacks (CCTA) that was approved by both the City of Aurora and City of Naperville on 10/10/2017 (Resolution R17-317).

BACKGROUND:
The City of Aurora is the fiduciary for the Preparing Communities for Complex Coordinated Terrorist Attacks (CCTA) $1,373,800 funds awarded by the grant. The City of Aurora and Naperville have entered into an Inter-Governmental Agreement for the CCTA Grant on 11/28/2017 (Resolution R17-376).

Tetra Tech was awarded a contract for the Continuity of Operations Plans (COOP) and Continuity of Government Plans (COG) for RFP 18-21 under Resolution R18-152 in the amount of $256,397.74

Listed objectives for the CCTA grant include identifying and assessing critical infrastructure within Aurora and Naperville. This task is the responsibility of the Critical Infrastructure subcommittee, consisting of employees from both the Cities of Aurora and Naperville.
