An Infrastructure and Technology Resolution Approving the purchase of Automatic License Plate Recognition (ALPR) components, maintenance, installation and training services from CDW-G, LLC, of Vernon Hills, IL under a National IPA purchasing agreement, for an amount not to exceed $92,931.39 as well as a software interface to CentralSquare's Case Management software from Quatred, LLC, of Barnstead, NH, for an amount not to exceed $20,400, for a total award not to exceed $113,331.39.

PURPOSE:
Automated License Plate Recognition (ALPR) technology is utilized in City of Aurora parking enforcement vehicles. These ALPR cameras utilize object character recognition (OCR) to translate vehicle plate images into character representations that are compared against known plates for validation. ALPR reduces workload as it is always on and does not require human intervention to enter the violation into the City's CentralSquare Case Management system. Future use will be to manage permit parking on the City's surface lots.

BACKGROUND:
These ALPR systems are utilized to enforce parking regulations at City of Aurora surface parking lots, train station lots and residential streets. This purchase will replace out-dated and no longer working units. Genetec was selected as the ALPR of choice as the Genetec AutoVu ALPR system integrates with the City's existing Genetec Video Management System which manages surveillance cameras and video images city-wide.

Quatred was selected as the implementation vendor for these devices as Quatred manages the interface between CentralSquare Case Management and the current ALPR system.

Continued use of ALPR systems are a benefit to the City of Aurora and City staff for the following reasons:
