SUBJECT:
A resolution authorizing the Director of Purchasing to enter into an agreement with NES Environmental, 195 Industry Drive, Frankfort, IL 60448 in the amount of $48,600 for Asbestos and Lead Paint Abatement at five single family residences on Bilter Road.
PURPOSE:
To enter into an agreement with NES Environmental to remove all lead paint and asbestos containing materials from five single family residences recently acquired by the City on Bilter Road.
BACKGROUND:
The City recently purchased nine parcels containing single family homes and garages on the south side of Bilter Road, east of Chicago Premium Outlets. In preparation for demolition of these structures, an Asbestos and Lead Paint Survey was performed with representative samples of building materials from each of the nine properties being tested. Asbestos and/or lead paint was encountered at five locations.
DISCUSSION:
Based on the results of the testing/survey, a request for bids to remove/abate these lead and asbestos containing materials was published and eight responses were read aloud on February 12, 2020. Two of the bids received were disqualified for including an improper bid form. Of the six qualified bids received, NES Environmental was determined to be the lowest responsible bidder in the amount of $48,600. The City elected not to award either of the Bid Alternates shown in gray on the attached bid tabulation.
This bid was subject to Local Preference but was not an impact on the decision.
This agreement will be funded using account 215-4010-417.71-01 Capital Outlay-Land/Cost of Land, which has sufficient funding in 2020 for these services.
IMPACT STATEMENT:
