SUBJECT:
Requesting approval to renew the agreement with AT&T for contracts that recently expired in the amount of $67,432.36.
PURPOSE:
Attached are the following contracts that have expired and need to be renewed. With the contract expired, the City has been paying 10 times the amount of the past contract because the Master Discount Agreement had expired. AT&T has agreed to pay back the overage as credit once the signed contracts are received.
BACKGROUND:
The contract COMPLETELINK 2.0 replaces the former MDA (Master Discount Agreement) that expired 11-22-2016. The new contract term is for 24 months. Covers intrastate BAND A, B & C.
The second contract is the HVCP (High Volume Calling Plan). This is for Long Distance service rates. The current contract expired on 03-29-2017. The new contract term for this one is 24 months.
The third contract is ILEC. The 5 Pri's were broken into 3 new contracts; (1) ACH_ISDN PRI, (2) FS8_ISDN PRI & (2) PHQ_ISDN PRI. The former contract expired on 11-22-2016. The new term for all three contracts is for 36 months. The cost of this contract is $5,385.96 per year. This provides the "last mile" connection to the Public Switched Telephone Network.
DISCUSSION:
The funds are available in account 101-1231-419.44-01. The vendor has no outstanding debt with the City.
AT & T is sole source because it is the only provider that provides necessary service to the Public Switched Telephone Network. Contracts have been under review for some time now and it is urgent to have these resolved.
IMPACT STATEMENT:
These governmental contracts offer the city a substantial discount, without renewing, our costs increase 10 times our discounted rates.
RECOMMENDATIONS:
I request the proposed resolution be adopted.
