SUBJECT:
A resolution to authorize the Mayor and City Clerk to execute an Intergovernmental Agreement with the Fox Metro Water Reclamation District for general services and cooperation on various projects.
PURPOSE:
To authorize the Mayor and City Clerk to enter into a five-year agreement with Fox Metro Water Reclamation District for general services and cooperation on various projects.
BACKGROUND:
The City of Aurora sends all wastewater within the city's sanitary sewer collection system to the Fox Metro Water Reclamation District ("Fox Metro") for treatment. As such, there is a mutual benefit of combining resources for the purpose of reducing costs for various projects and services affecting both agencies. The proposed and attached Intergovernmental Agreement (IGA) formalizes some of the specifics of this arrangement and is valid for an initial period of five (5) years.
DISCUSSION:
While much of the agreement addresses legal terms and conditions (indemnification, worker's comp. coverage, etc.), it also states that the city and Fox Metro agree to share resources necessary to best service the residents including staff, equipment and/or jointly bidding projects to obtain economy of scale pricing.
The first cooperation project will be the inclusion of pavement patching and resurfacing at Fox Metro's primary treatment plant in unincorporated Kendall County (as shown on the attached exhibit) in an upcoming larger Request for Bids to be published by the city this year for similar improvements to various city owned parking lots. By combining these projects, both entities should realize cost savings due to economies of scale. The resurfacing provided at the Fox Metro plant will be initially paid for by the city and fully reimbursed by Fox Metro per the terms of this Agreement.
IMPACT STATEMENT:
This agreement should result in cost and time savings for both agencies.
