PURPOSE:
To authorize the Mayor and City Clerk to enter into an agreement with Walter E. Deuchler Associates for design engineering services for the Prairie Street CSO 10 Sewer Separation Project.
BACKGROUND:
In March 2010, the City of Aurora submitted a Combined Sewer Overflow Long Term Control Plan (CSO LTCP) to the IL Environmental Protection Agency (IEPA) and United States Environmental Protection Agency (USEPA) in accordance with the City's CSO NPDES permit. The CSO LTCP includes sewer separation both by conventional methods and through the use of Green Infrastructure. The City's CSO LTCP is estimated to cost approximately $120M.
DISCUSSION:
Prairie Street CSO 10 is Aurora's most active CSO. The improvements that will be designed through this contract are required in order to reduce the City's contribution to the violation of water quality standards in the Fox River. Funding is provide for this work within the City's 2013 budget within the LTCP fund, account no. 281-1856-512-73-09 (Long Term Control Plan Improvements) C.I.P. project no. B031.
IMPACT STATEMENT:
This work will reduce Water and Sewer Maintenance staff time needed to respond to basement backups, street flooding, and will reduce the volume and frequency of raw sewage discharges into the Fox River.
RECOMMENDATIONS:
We respectfully request that this item be forwarded to the Buildings, Grounds, and Infrastructure Committee for their consideration.
