PURPOSE:
A Parking Study for roadways, on the southwest side of Aurora University, to determine if parking restrictions are needed to improve vehicular traffic flow, trash collection and emergency access.
BACKGROUND:
Received complaints from APD, Groot and residents regarding Aurora University students parking on narrow roadways (both sides), west of campus, causing vehicle traffic congestion, difficulty for trash collection and emergency access, as well as parkway-lawn damage from tires.
DISCUSSION:
Complaints involved the roadways of S. Evanslawn Avenue (Kenilworth Place to Prairie Street), Kenilworth Place (S. Buell Avenue to Western Avenue), S. Buell Avenue (Marseillaise Place to Southlawn Place). Kenilworth Place and S. Buell Avenue are approximately 22 feet in width and S. Evanslawn Avenue is approximately 27 feet in width, with dense student parking on both sides of the roadway. Restricting parking on one of side of the roadways mentioned would improve vehicular traffic flow, emergency access and trash collection. City discussed complaints with Aurora University and in an effort to minimize the impacts of additional on-street parking restrictions, the University was receptive to allow parking on the north side of Prairie Street, from Calumet Avenue to Evanslawn Avenue.

Staff recommends posting NO PARKING, THIS SIDE, ON SCHOOL DAYS signage, for the following:
West side of S. Evanslawn Avenue (Kenilworth Place to Prairie Street)
North side of Kenilworth Place (S. Buell Avenue to Western Avenue)
West side of S. Buell Avenue (Marseillaise Place to Southlawn Place)
