SUBJECT:
A Resolution to Award the 2015 MFT Street Resurfacing Projects to Geneva Construction Company and Appropriate Motor Fuel Tax funds for Construction and Engineering.
PURPOSE:
To award the contract for the 2015 MFT Street Resurfacing Projects and the appropriation of Motor Fuel Taxes (MFT) by IDOT Resolution.
BACKGROUND:
The city maintains nearly 1,300 lane miles of streets with a pavement wearing surface life expectancy of 20 to 25 years. Street maintenance includes the milling and resurfacing of streets, existing sidewalk replacement along with crack filling and patching to extend the pavement life. The 2015 MFT Street Resurfacing Projects will include the resurfacing of 12.0 lane miles of Arterial & Major Collector Streets, 21,150 square yards of city wide patching, 68,950 Square Feet of Sidewalk Replacement, 33 miles of pavement striping and 100,000 Pounds of Crack Sealing as shown in Exhibit A, B, C and D.
DISCUSSION:
Bids for this project were opened and publicly read on March 25, 2015. The bid tabulation for the 2 bids received is attached as Exhibit E. The lowest responsible bid was submitted by Geneva Construction Company of Aurora, IL in the amount of $3,198,072.35 which is 2.7% more than the Engineer's Cost Estimate which can be attributed to the rise in cost for concrete. We recommend awarding the 2015 MFT Street Resurfacing Projects to Geneva Construction for the unit prices submitted. The 2015 City Budget provides $1,815,330 in account no. 203-4460-431.76-09 (MFT) and $1,382,742.35 in account no. 340-4460-431.73-91 (Cap A).
The Resolution appropriating Motor Fuel Tax funds in the amount of $2,000,000 for Construction and Engineering is attached as Exhibit F.
IMPACT STATEMENT:
Construction is expected to begin in May and be completed by August. Each street will be under construction for 4 to 10 weeks.
