SUBJECT:
Resolution authorizing submittal of a Surface Transportation Program (STP) funding request to the Kane/Kendall Council of Mayors in connection with the East New York Street (Farnsworth to Welsh) Reconstruction Project, Section 14-00210-02-PV.

PURPOSE:
To authorize a resolution of City Council support for the subject STP funding request and the commitment to provide the required Local Match funding if awarded.

BACKGROUND:
This segment of East New York Street will complete the gateway improvements along this corridor from Route 59 to Farnsworth Avenue creating a more functional as well as attractive environment for future commercial and retail development and potential long term job growth. .
This project will include one mile of full four lane roadway removal and replacement, medians, street lighting, intersection improvements, storm water drainage improvements, curb and gutter, sidewalk, and multi-use paths.

DISCUSSION:
We currently have $2,500,000 in STP funds appropriated for this project. The total estimated construction and engineering cost is $8,800,000. This STP funding request in the amount of $3,660,000 when added to our current appropriation will enable us to maintain a 70/30 cost split for the $8,800,000 total cost for construction and engineering. Our Local Match will be $1,568,571.

The Kane/Kendall Council of Mayors has requested a copy of the signed resolution for funding eligibility. The City Budget provides funding for this CIP project # GB004 in account # 203-4460-431.79-59 for 2015 and 2016.

IMPACT STATEMENT:
Roadway traffic will be reduced to one lane in each direction during project construction.

RECOMMENDATIONS:
Please forward this resolution to the Finance Committee for their review and recommendation for approval.
