SUBJECT:
A resolution to award the Root Street Sanitary Sewer Improvements to H. Linden & Sons Sewer and Water, Inc., 722 E. South St., Unit D, Plano, IL 60545 located in Ward 1.

PURPOSE:
To provide three separate sanitary services for three properties that currently have a combined sanitary service that is partially located on private property.

BACKGROUND:
The location of the project is N. Root Street south of Pierce Street which can be seen on the location map attached as Exhibit A. In fall 2017, the City's Water & Sewer Maintenance Division was notified that the homeowner at 323 Pierce St was having sewer back-up issues when the services for 566 & 570 N. Root Street were rodded and cleaned. Some investigation from the Engineering Division determined that the three houses currently have a combined 6" service that travels under the west sidewalk on Root Street, through the front yard of 323 Pierce Street and discharges into the Pierce Street sanitary sewer. This current configuration does not meet the Illinois Environmental Protection Agencies sanitary sewer design standard specifications. The City is proposing to extend the sanitary sewer north approximately 100' on Root Street from the manhole in front of 566 N. Root Street and provide new separate sewer services for that property and 570 N. Root Street. In addition, the services upstream of 323 Pierce Street will be disconnected and abandoned so that it then has a separate sanitary service preventing any future back-ups. This activity will be located on the 323 Pierce Street property so a temporary construction easement has been obtained from the homeowner.

DISCUSSION:
