PURPOSE:
To consider changes to STOP signage at W. Illinois Avenue and N. Constitution Drive intersection.
BACKGROUND:
The intersection has one STOP sign on Constitution Drive approaching W. Illinois Avenue.
DISCUSSION:
An resident submitted ACR Case ID 93863 requesting a three-way STOP at the intersection of W. Illinois Avenue and N. Constitution Drive. Resident expressed concern over close call when pulling out of driveway. Specifically requested a STOP sign to slow traffic in the vicinity of her driveway. Resident lives on 2161 W. Illinois Avenue.
A Traffic Count was taken for the intersection, revealing W. Illinois Avenue has an ADT of 3,900 vpd with speeds averaging 29 mph westbound and 31 mph eastbound. Constitution Drive has an ADT of 1490 vpd.
Illinois is a collector roadway that will carry a good amount of traffic and convey the traffic over longer distances than residential classified roadways. Both traffic volume and speed are consistent with classification. The crash history in the vicinity indicates 1 to 3 crashes per year. These crashes would not be mitigated by an all way stop.
Lastly the MUTCD as adopted by the City specifically states that STOP signs "shall not be used for speed control" in section 2B.04.
IMPACT STATEMENT:
No impact based on staff recommendation
RECOMMENDATIONS:
Staff recommends denial of all way stop request.
