SUBJECT:
A Resolution authorizing the award of a contract to Lorig Construction Company in the amount of $328,620.00 for the 2026 Bridge Rehabilitation Program.
PURPOSE:
To award a Construction Contract for various bridge maintenance and repair items on 2 bridges within the City.
BACKGROUND:
The City inspects and maintains 36 bridges on the local street network. To ensure public safety, the City of Aurora's bridges are inspected according to the Federal Highway Administration (FHWA) National Bridge Inspection Standards (NBIS). The inspection data is used by the Illinois Department of Transportation (IDOT) to allocate funding for bridge projects. The Engineering Division also reviews the reports to monitor bridge conditions, and plan for repairs and maintenance activities.
Based on the inspection reports and recommended work, the Engineering Division went out to bid for a project that included the scope of work on the following bridges.

DISCUSSION:
This project was advertised on September 2, 2026 on the City's Procurement website. Bids were opened and publicly read through the Procurement website on September 16, 2026. The posted bid documents (without the For Information Only components) are attached as Exhibit 'A'. The bid tabulation and evaluation for the two bids received is attached as Exhibit 'B'. The lowest responsible bid was submitted by Lorig Construction Company of Des Plaines, IL in the amount of $328,620.00 which is 18.1% less than the Engineer's Cost Estimate of $401,150.00.
The local preference ordinance applies to this project, however, no local Aurora contractors bid.
