SUBJECT:
A resolution approving the acceptance of the low bid from Best Technology Systems Inc. for firing range cleaning and maintenance at the Aurora Police Department Headquarters for $63,010.00.

PURPOSE:
To promote a safe and functional police firing range that complies with all applicable laws and statutes.

BACKGROUND:
The Aurora Police Department Headquarters is equipped with an indoor small arms firing range that is frequently used by law enforcement officers to develop and maintain firearm proficiency. The discharge of firearms produces lead, which is a known human hazard. To minimize lead exposure and comply with Federal, State, and Local laws, the range must be regularly cleaned and maintained by qualified personnel.

In 2024, the City advertised Bid 24-105 "Bullet Trap / Firing Range Maintenance" and received bids from MI Services Inc. (Chicago, IL) and Best Technology Systems Inc. (Plainfield, IL), who submitted the lowest responsible bid of $31,505.00 for 2025 and $15,055.00 for the optional one-year extension in 2026, totaling $46,560.00 (The submissions and bid tabulation is attached).

The 2026 bid cost does not include Proposal #4 (bullet trap Type III recycle and fire retardant install), but it was later determined that Proposal #4 should be included for added lead mitigation and safety.

DISCUSSION:
The total cost for scheduled firing range cleaning and maintenance for 2025-2026 is $63,010.00.

Funding to satisfy the cost of the firing range cleaning and maintenance is available in account 101-4411-417.38-05.

The local preference ordinance did apply to this bid but no qualifying bids were received.

Best Technology Systems, Inc. is not indebted to the City.

IMPACT STATEMENT:
The range will not be available for use during cleaning and maintenance services.
