SUBJECT:
A resolution authorizing the Mayor and City Clerk to execute a not-to-exceed agreement in the amount of $35,500 between Crawford, Murphy & Tilly, Inc. and the City of Aurora for Design Phase Engineering Services for the Airfield Lighting Control and Monitoring System project (ARR 4522).

PURPOSE:
To obtain approval to enter into a consultant agreement with Crawford, Murphy and Tilly, Inc. to provide Design Phase Engineering services.

BACKGROUND:
The ALCMS is located both in the control tower and the lighting vault at the Aurora Airport and consists of computerized and mechanical systems that control all of the airfield lighting such as rotating beacon, taxiways, runways and signage. This system also provides Pilot Controlled Lighting (PCL) whereby a pilot has the ability to turn on and vary the intensity of the runway lights, thus allowing the airport to keep the lights off until needed. This project will replace the outdated current system.

DISCUSSION:
The total cost of this project is estimated to be $360,000 of which $148,500 will be paid for with Federal FY 2017 Non-Primary Entitlement Funds, $175,500 State Apportionment Funds, State Matching funds of $18,000 and our Local Match of $18,000.

The project will not occur until 2018 and funds for this project have been set aside in our 2018 budget under CIP project D 049 in account No. 504-1810-433.73-99

IMPACT STATEMENT:
This project should have no adverse impact to the City of Aurora and should reduce the ongoing cost of maintaining the airport infrastructure.

RECOMMENDATIONS:
We respectfully request that you forward this agreement to the Finance Committee for their review and favorable recommendation.
