A resolution authorizing the execution of an Intergovernmental Maintenance Agreement between the City of Aurora and the Fox Valley Park District for the Golfview Drainage Improvements Project in Ward 5.
PURPOSE:
To provide for the construction and maintenance of the Golfview Drainage Improvements, which will reduce the frequency and severity of flooding in the Golf View Subdivision.
BACKGROUND:
A low-lying area in Golfview Park, adjacent to Golf View Subdivision, has a history of flooding. (Refer to Attachment 2 - Project Location Map.) Hundreds of acres drain to a 12 inch pipe under the BNSF Railroad, just south of Aurora Country Club. During significant storms, the water backs up on Country Club property and flows overland to the east. Stormwater fills the low-lying area in Golf View Park that does not have an outlet pipe, so the stormwater may remain stagnant for weeks or months before it evaporates or infiltrates into the ground. This flooding primarily affects properties outside the City limits; however, two lots in Golf View Subdivision that are affected by the flooding are within City limits. Also, a vast majority of the runoff draining to the low-lying area comes from parts of Aurora that were developed before the advent of stormwater detention. Over the past few years, City staff has met periodically with representatives from Kane County, Aurora Township, and Fox Valley Park District, as well as residents of Golf View Subdivision, in order to discuss potential drainage improvements.
DISCUSSION:
Aurora Township received a $35,000 appropriation in the FY20 State Budget for the Golfview Drainage Improvements. Fox Valley Park District has committed $20,000 toward the project and Alderman Franco has committed $15,000 from the City's 5th Ward Fund. This funding is expected to be sufficient to construct Phase 1 of the multi-phase project.
