SUBJECT:
Requesting approval for the issuance of a Carnival License to Covenant Christian School / Windy City Amusements Inc. for a carnival to be held at the West Aurora Plaza parking lot on September 18 - 21, 2014.

PURPOSE:
Covenant Christian School and Windy City Amusements Inc. have applied for a Carnival license to be held at the West Aurora Plaza parking lot on Thursday September 18 from 5:00 p.m. to 10:00 p.m.; Friday, September 19, 2014 from 5:00 p.m. to 10:00 p.m.; Saturday, September 20, 2014 from 1:00 p.m. to 10:00 p.m. and Sunday, September 21, 2014 from 1:00 p.m. to 8:00 p.m.

BACKGROUND:
While Windy City Amusements has applied for and received carnival licenses in the past, this will be the first time they partner with Covenant Christian School to be the sponsor for one of their events.

DISCUSSION:
The applicant has provided the following required documentations:
Sponsorship letter
Consent letter from Coverleaf confirming their approval to occupy their parking lot (West Aurora Plaza, LLC) from September 13 through September 21st, 2014.
Insurance and Bond documentation.
Event layout
Application for an Operational Permit from the Fire Prevention Bureau.
Kane County Health Department certificates
IDL rides inspection report
Proof of registration for food & beverage tax

City Staff (Fire Prevention, Police Department, Law Department and the City Clerk's Office) will work closely with them to ensure additional requirements (Fire Prevention operational permit and security needs) are met prior to the issuance of a license. Additionally, as required by the State of Illinois, all operators, attendants and assistants will be appropriately screened, and a list of these employees will be provided to the office of the City Clerk prior to the event.
