PURPOSE:
To determine the need for Traffic Calming at the intersection of Westgate Drive and Illinois Avenue.
BACKGROUND:
A Resident submitted ACR Case ID 97784 expressing concern over speeds on Illinois. Caller has requested studies for numerous locations along Illinois Avenue throughout the summer.
DISCUSSION:
The intersection of Westgate Drive/ Illinois Avenue is designed to move vehicles and pedestrians safely and efficiently. There is a Pedestrian Crosswalk from the northeast corner to the northwest corner. The Pedestrian Crosswalk is marked on the pavement with two white 6-in. thermoplastic lines. Illinois Avenue has a 30mph Speed Limit, while Westgate Drive has the Residential Standard Speed Limit of 25mph. Illinois Avenue is 39-ft wide, while Westgate Drive measures 28.5-ft. The intersection has a Two-Way Stop, with Stop signs on Westgate Drive approaching Illinois Avenue. There were no line-of-site issues observed: both roadways are straight and not curved. A Traffic Speed/Count Study revealed an ADT of about 600 vpd. The combine north and south bound speeds are Mean: 22 to 23 mph, Median: 22 to 23 mph, and 85th% of 26 to 27 mph.
Per the traffic calming policy, the roadway does not warrant traffic calming based on 85th percentile speed.

RECOMMENDATIONS:
Staff recommends acceptance of the Traffic Study.
