A resolution authorizing the Mayor and City Clerk to amend a Design Phase Engineering Agreement in a not-to-exceed amount of $15,700 with Crawford, Murphy and Tilly, Inc. and to execute a non-competitive procurement contract with Hali Brite, Inc. for the purchase of one Rotating Beacon and four Wind Cones in the not-to-exceed amount of $30,000 in association with Project ARR-5201, Replace Airfield Signage, Wind Cones, Runway 15 and 27 Runway End Identifier Lights (REILs) & Airport Rotating Beacon; Construct Runway Guard Lights at Runway 15/33 at the Aurora Municipal Airport.
PURPOSE:
To obtain City Council approval to amend a design phase engineering agreement with Crawford, Murphy and Tilly, Inc. and to receive Council approval to purchase a Rotating Beacon and Wind Cones directly from the Hali Brite Corporation.
BACKGROUND:
This project was approved by the Aurora City Council in July of this year under resolution R25-234. An amendment to the design phase of this project is needed as additional design services were required due to the State Division of Aeronautics' mandate that the project's rotating beacon and wind cones be purchased outside of the usual bidding process. There is only one manufacturer/supplier for these items.
Our consultant, CMT prepared specifications and contract documents in accordance with the Illinois Department of Transportation, Division of Aeronautics (IDA). IDA approved the quote from Hali Bite and the purchase contract in the amount of $28,903.95.
These items will be purchased by the City of Aurora and will be used under the State contract for the above-named project ARR-5201 which was bid on November 7th. Hecker and Company was the low bidder on this project and it is anticipated that this project will begin construction in the spring of 2026.
