SUBJECT:
A Resolution authorizing the Director of Purchasing to enter into an agreement with Engineering Enterprises, Inc. (EEI) to provide construction engineering services for the Melrose-Homer-Elliot Water Main Replacement Project in an amount not to exceed $83,277.00.

PURPOSE:
The construction engineering services to be provided as outlined in the agreement are observation, documentation and preparation of record drawings. Observation and documentation will ensure contractor adherence to the construction documents and will allow for accurate payment. Record drawings will be utilized to update the City's atlas maps and to facilitate underground utility location for future work in the area.

BACKGROUND:
The sections of water main to be replaced as a part of this project are along Melrose Avenue from Douglas Avenue to Elliot Avenue, as well as Elliot Avenue and Homer Avenue from Melrose Avenue to Monitor Avenue. These sections require replacement due to water quality issues resulting from excessive tuberculation inside the water main. It is standard for the City to have full time construction observation during installation of public improvements such as these.

DISCUSSION:
EEI proposes to provide construction engineering services for a not to exceed amount of $83,277.00. The 2016 budget provides funding for this work in IC076 account #510-4058-511-7302. The agreement will be based on the hourly rates of the personnel working on the project and EEI's approved IDOT multiplier to account for overhead and direct costs.

IMPACT STATEMENT:
