Resolution Authorizing the Mayor to Execute the Engineering Services Agreement with Engineering Enterprises, Inc. and to Appropriate Motor Fuel Tax Funds for the Farnsworth Avenue Drainage and Roadway Improvements

PURPOSE:
Resolution to Approve the Engineering Services Agreement Supplement No. 1 and Appropriate Motor Fuel Tax (MFT) funds

BACKGROUND:
This project will improve Farnsworth Avenue from Sheffer Road to Mountain Street including the installation of new watermain, storm sewer, replacement of the triple culverts at Indian Creek with a new pre-cast deck beam bridge, raising of the street profile to alleviate flooding, roadway reconstruction and resurfacing. The city has secured Federal funds to pay 80% of the bridge construction.

DISCUSSION:
Phase I & II Engineering began in December, 2013. Since then the project scope has changed to include a wider bridge to accommodate a shared used path, bridge aesthetic modifications, additional right-of-way services and extra design work for improvements not in the original scope. Due to these revisions, the estimated cost of the improvement has also increased from $2.8 million to $4 million.

Engineering Enterprises, Inc. (EEI) and their sub-consultants have requested the attached Supplement No. 1 (Exhibit 'A') in the amount of $179,944.96 for the extra effort and related man-hours to complete final plans, specifications and acquisitions. The original agreement was in the amount of $435,000 and with this supplement the total Engineering and ROW Acquisition Services will be $615,000. The Engineering Services represent nearly 12% of the Estimated Construction Cost which is reasonable and within acceptable limits.
