SUBJECT:
City Council resolution to purchase nine (9) Masimo Rad-57 handheld carbon monoxide monitoring devices with cables and three year extended warranty from the Masimo Company in the amount of $48,122.95


PURPOSE:
To provide new Masimo Rad 57 carbon monoxide patient and fire personnel monitoring devices to the six (6) front line ambulances and three (3) Alternate Response Vehicles (ARVs).


BACKGROUND:
The current Rad 57 devices are seven years old. They still have several years of serviceable life. The old units will be used on the engine and truck companies who currently do not have any devices and are not as routinely used as they are on the ambulances.


DISCUSSION:
Foreign Fire Tax funds will be used to purchase these devices. The purchase includes a three-year warranty. The company is the only firm where the monitoring devices and warranty may be purchased. A sole source document as well as the quote are attached. The Rad 57 devices are used to monitor both pulse oximetry and carbon monoxide (CO) levels of the blood stream. The purchase of the new devices and continued use of the old devices will facilitate the process of getting the Engine and Truck companies the equipment that needs to be added to these rigs in order to bring them up to a BLS level of service for the City of Aurora.

Rad 57 devices on the Engine and Truck companies will provide added means for personnel to be monitored for CO exposure at the fire scene. Additionally, Truck companies respond to residences for CO calls. In the event that a Truck company responds to a residence with elevated CO levels, they will have a tool to check the CO level of the residents.


IMPACT STATEMENT:
Funds will be available in the Foreign Fire Tax account #219-3033-422.65-26 in the 2015 as well as the 2016 budget depending on when the devices are actually received.
