Resolution authorizing the purchase of two Morpho Trust live scan units.

PURPOSE:
As of January 1st, 2014, a new State of Illinois law requires local police agencies to submit photographs along with fingerprints for fee applicants. In addition, the FBI has announced the ability to accept arrestee photographs along with fingerprint submissions. The Police Department's current hardware and software does not support the capture/attachment of photographs to fingerprint submissions of any kind. A costly upgrade of approximately $22,000.00 would be required to meet this requirement.

The Police Department's current Identix (now Morpho Trust) live scan systems are at the end of their manufacturer's product life-cycle. Any upgraded equipment would only be supported by the vendor up to the first quarter 2016 when the product line is end-of-support. Given this 2016 end-of-support date, both the Police Department and IT do not view additional upgrades/updates to the existing system as a good investment of funds. It should be noted that the two current live scan systems will have been in continuous 24/7/365 service for at least eight (8) years by the time they are both replaced. This is based on the newer of the two units having been purchased in 2006.

In addition, State and Federal systems are now accepting more digital information on arrestees and non-arrestee submissions such as full palm scans, arrestee photos, ridge scans, etc. While these are not currently required, they likely will be during the life cycle of the proposed new equipment. The submission of this information by the Aurora Police Department also contributes to the resolution and prevention of crimes both within its own boundaries and across the United States as a whole by providing all law enforcement agencies access to the same valuable information
