SUBJECT:
A Resolution authorizing the appointments of management personnel within the Police Department.

DISCUSSION:
The positions of Chief of Police and Deputy Chief of Police were vacated by a recent retirement and promotion of an existing Command Staff Member.

This resolution will authorize the appointments to police management. Job descriptions for the positions as well as the notices of appointment are attached.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and

WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and

WHEREAS, Chapter 2 of the Code of Ordinances provides that the Mayor, shall, with the approval of the City Council, appoint the officers of the City and heads and assistant heads of the departments and divisions of the City; and

WHEREAS, in accordance with Chapter of the Code of Ordinances, the Mayor has notified the City Council of the appointment of Keith Cross as the Chief of Police (Exhibit A), and has requested the City Council's approval of said appointment; and

WHEREAS, in accordance with Chapter of the Code of Ordinances, the Mayor has notified the City Council of the appointment of Matthew Thomas as Deputy Chief of Police (Exhibit B), and has requested the City Council's approval of said appointment;
