SUBJECT:
An Ordinance adopting the 2014 National Electrical Code with local amendments per the recommendations of the Electrical Commission.

PURPOSE:
To adopt a newer version of the electrical code to better protect citizenry, to incorporate newer technologies and to increase electrical code compliance alternatives and administrative provisions for electrical enforcement.

BACKGROUND:
Our 18 year old commercial National Electrical Code without replacement will damage our current Verisk-ISO Building Code Effectiveness Grading Score which would negatively impact insurance underwriting for new structures if a newer NEC code is not adopted. In anticipation of our upcoming ISO evaluation, coupled with a desire to adopt more competitive and flexible compliance standards, Development Services proposes to adopt the 2014 NEC code and amendments. This proposed adoption is the several year work product of Building and Permits staff which then was modified and approved as a recommendations from the Electrical Commission, in mid 2017 calendar year. The commission is comprised of construction related industry professionals from a cross section of electrical professions in order to assist the City to formulate a competitive, safe and fair set of standards for our local construction industry.

DISCUSSION:
Approving this new National Electrical Code adoption will improve our BCEGS score, increase safety provisions for citizenry and address newer technologies.

IMPACT STATEMENT:
Upon approval, City Council will better position Aurora Development Services to improve quality of life for residents and customer satisfaction ratings using a more flexible and more effective building code.

RECOMMENDATIONS:
The City Council should approve the Electrical code recommendations from the Electrical Commission.
