PURPOSE:
Resolution authorizing the City of Aurora Police Department to provide funding to Lexipol for Policy Manual updates and maintenance.


BACKGROUND:
The Aurora Police Department (APD) has been using the services of Lexipol since 2012. (This was previously approved by City Council by resolution R12-007 on January 24, 2012.) Lexipol is a company that provides a customized policy manual for law enforcement agencies. Lexipol is comprised of a diverse group of professionals - from former law enforcement officer to public safety attorneys - that vet State-specific policies. These policy reviews are often in response to legislation, case law and evolving best practices. This allows the Aurora Police Department to remain up to date on policies that are crucial to operations and can minimize litigation.


DISCUSSION:
The Aurora Police Department, through the use of Lexipol, has been able to maintain an up to date policy manual. Additionally, APD has been utilizing the use of Lexipol Daily Training Bulletins (DTB) to continually training members on the Policy Manual. These DTBs are scenario based and incorporate current APD policy into situations that officers may face while performing their jobs. The DTBs "bring policy to life" and at the conclusion of each scenario the officers must complete a quiz to show their understanding of the material.

Lexipol has been beneficial in that the company's staff has the resources to monitor case law, legislative updates, and evolving best practices. With this information they then draft policies for law enforcement agencies.
