SUBJECT:
A Resolution authorizing an agreement for a five-year integration solution from Quicket Solutions, Chicago, IL to the City's new Police Records Management System for an amount not to exceed $80,203.72.

PURPOSE:
The City seeks to automate the entry of electronic citations from Quicket Solutions (Quicket) to the new Police Records Management System (RMS) from Mark43.

BACKGROUND:
With the implementation of the new Police RMS from Mark43, the Aurora Police Department requires the existing electronic citation solution from Quicket to transfer data into the RMS from Mark43.

DISCUSSION:
The Aurora Police Department is responsible for maintaining accurate, complete, and timely records of all law enforcement activities, including the issuance of traffic and ordinance citations. Electronic citation systems generate critical data that must be incorporated into the Police Records Management System (RMS) to ensure consistency, accuracy, and integrity of official records.

Resolution R22-109 approved the implementation of the electronic citation and adjudication platform from Quicket Solutions (Quicket). Currently, electronic citation data must be manually re-entered into the RMS, which increases the risk of clerical errors, disrupts staff workflow efficiency, and results in unnecessary duplication of effort. Approval of this resolution will allow Quicket to automatically transmit citation data directly into the RMS, eliminating these issues.

Resolution R25-248, which authorized the purchase of Mark43, included contingency funds to support necessary integrations. This integration will be funded through the allocated contingency dollars in the 256 forfeiture fund (accounts 256-3536-421.38-12). The final cost of the Quicket integration is outlined below:
