A Resolution Authorizing Execution of Labor Agreement Between the City of Aurora and Aurora Fire Officers Association (AFOA).
PURPOSE:
To obtain authorization to execute a Labor Agreement Between the City of Aurora and Aurora Fire Officers Association (AFOA).
BACKGROUND:
Aurora Fire Officers Association (AFOA) contract expired on 12/31/2013. Negotiations began on 1/1/2014 between City of Aurora and AFOA.
DISCUSSION:
Upon the completion of the tentative agreement, the Union ratified the contract on 3/5/2015. Highlights of negotiated terms include revised health insurance plan design language including an HDHP with an HSA and language allowing the City flexibility to make plan design changes and changes to insurance to comply with Affordable Care Act.

RECOMMENDATIONS:
That the City Council authorize the execution of a Labor Agreement Between the City of Aurora and Aurora Fire Officers Association (AFOA), for the period of 1/1/2014 through 12/31/2016.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
