PURPOSE:
Upon direction from the Committee to apply for Highway Safety Improvement (HSIP) funding, City Staff will submit the grant application. If successful, the grant will provide 90% of the required funding for the project, including the required preliminary, design and construction engineering.

BACKGROUND:
The intersection of Indian Trail and High Street has been identified for potential improvements by City staff. Over the years, various safety concerns from motorists have been received from residents regarding turning movements at this intersection. Additionally concerns regarding the difficulty of utilizing the Illinois Prairie Path crossing located immediately west of the T-intersection have been received from pedestrians and bicyclists. A project is currently planned in future years of the CIP to begin the engineering of a solution to address these problems. Based on the review of the included grant documentation, it appears that this project is eligible for HSIP funding.

DISCUSSION:
The improvements at this intersection would likely include pavement widening to allow for the construction of a westbound left turn lane, a new traffic signal, enhanced pedestrian accommodations and new pavement markings.

The estimated total cost of the project is $975,000.00, including $750,000 in construction and $225,000 for all three phases of engineering (approximately $75,000 per phase).

The maximum federal funding level available with HSIP is 90% and the local agency's share is 10% of the project. All phases of engineering are also grant eligible. This would reduce the City share of the project to approximately $97,500.00.
