A Resolution Concerning the Review of "Closed" Executive Session Minutes
PURPOSE:
Council approval to open certain "closed" Executive Session Council Minutes.
BACKGROUND:
Pursuant to statutory requirements, review is required of "closed" minutes in order to ascertain whether confidentiality is still required, or whether minutes can be opened to the public.
DISCUSSION:
Having reviewed the "closed" minutes through December, 2016, Attachments "A" and "B" show those minutes that are recommended to stay closed, and those recommended to be opened.
IMPACT STATEMENT:
No impacts.
RECOMMENDATIONS:
I recommend approval of the Resolution with Attachments.

WHEREAS, the City of Aurora has a population of more than 25,000 persons and is, therefore, a home rule unit under subsection (a) of Section 6 of Article VII of the Illinois Constitution of 1970; and
WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and
WHEREAS, the City Council has met from time to time in closed executive session for purposes of discussion of authorized matters pursuant to the Illinois Open Meetings Act, 5 ILCS 120/1 et seq. ("the Act"); and
WHEREAS, it has been determined that a need for confidentiality still exists as to the executive session minutes set forth on Schedule "A" attached hereto; and
WHEREAS, it has been determined that the minutes of the meetings, or portions thereof, listed on Schedule "B" attached hereto, no longer require confidential treatment and those minutes, or portions thereof, should be open for public inspection.
