SUBJECT:
A resolution to award the Basins 54 & 56 Sanitary Manhole Rehabilitation project to Kim Construction Company Inc., 3142 Holeman, P.O. Box 276, Steger, IL 60475 located in Wards 8 and 10.

PURPOSE:
To repair 500 manholes in sanitary sewer basins 54 & 56 to address structural deficiencies and reduce inflow and infiltration (I&I).

BACKGROUND:
The location of the sanitary manholes in basins 54 & 56 to be repaired can be seen in the attached Exhibit A - Location Map. Basins 54 & 56 are located in wards 8 and 10 and are generally bound by the EJ&F railroad to the west, the BNSF railroad to the north, Illinois Route 59 to the east, and City limits to the south. The sanitary system tributary to Fox Metro's waubonsie interceptor which roughly follows Waubonsie Creek experiences significant inflow and infiltration which causes capacity issues downstream during wet conditions and significant rain events. Basins 54 and 56 are near the upstream end of the interceptor tributary area and were identified as prime location to reduce I&I. As a result, an engineering consultant was hired to inspect the manholes for structural deficiencies and issues causing the I&I. This contract will address the repair recommendations provided for approximately 500 manholes. That accounts for roughly a third of the manholes in these two basins.

DISCUSSION:
Five bids were received, opened, and read aloud on March 13, 2019. The bid tabulation can be seen in the attached Exhibit C. The lowest responsible bid in the amount of $756,885.00 was submitted by Kim Construction Company Inc. The sanitary sewer improvements will be funded with account 510-4063-511-73-14 (IB018) which has a 2019 budget amount of $3,000,000.00.
